At University Hospitals of Leicester NHS Trust (UHL), we are committed to creating an environment where everyone feels valued, respected, and able to be their authentic self at work.
Across the Leicester, Leicestershire and Rutland local system, and with teams nationally, the programme has been shared with thousands of colleagues supporting culture, inclusion, and patient safety in their organisations and systems.
The Active Bystander programme provides colleagues with confidence, skills, and practical tools to safely challenge behaviours that may undermine an inclusive and respectful culture. Through early intervention and positive action, participants can help create workplaces where everyone feels a sense of belonging.

The Active Bystander programme provides an opportunity to help shape positive workplace cultures through safe and constructive challenge. It empowers individuals to act when they witness behaviours that may impact the wellbeing, dignity, or inclusion of others.

What is the Active Bystander programme?
The Active Bystander programme is an innovative training programme designed to support colleagues to recognise and respond to situations where intervention may be needed.
Participants will develop the confidence to take an early intervention approach, helping to prevent negative behaviours from escalating, and contributing to a healthier, more inclusive workplace culture.
The programme aims to:
- Establish a proactive approach to addressing harmful behaviours
- Promote compassionate and inclusive leadership
- Encourage early intervention and constructive challenge
- Prevent negative behaviours from escalating
- Enhance the health and wellbeing of staff and those who use our services
- Foster a culture where everyone feels valued, respected, and included

Who can take part?
The Active Bystander programme is open to colleagues who are passionate about promoting a culture of civility, inclusion, and respect and would like to become champions for positive change.

What are the training programme requirements?
There are several components to the programme all designed and evidenced to demonstrate efficacy of benefit to the individual and organisation.
